Democracy expressed as ideal state where the will of the people governs, citizenship, has evolved into the actual exercise of active participation in society civil decisions and managing public affairs. A true modern democracy, with real maturity, bases its public action in a true participation and a sound and effective citizen power strengthened. Where these principles are not met, there is distortion and therefore a cut exercise of democracy. Which still prevails position few dominant over the will of the majority, there is no real democracy.

These founding principles of the Republic of Colombia in the twentieth century, are pending full development and actual implementation. The modern view of the state and the reforms of the last decade, effectively excludes even the citizen and initiative.
The fear of developing a strong civil society, citizen participation, the involvement of citizens in public decisions about what is latent in most of the places where the public is exercised instrumentalised bureaucratic structures that refuse to compromise and preserve reactivity exclusive and discriminatory against public participation.
discriminaciónUno Self-exclusion and the factors most conducive to the reality described, is the passive attitude of most advance waiver citizens to exercise the duty and right to participate, with a performance of resignation that set up a complacent stance against exclusive use of government agencies still do not clarify the actual size of the public. The public is with everyone and not just the government's willingness.
Being disabled is recognized as a public issue very recently. There are millions of disabled citizens who live in a society like Colombia. But too weak to exercise citizenship in handling this matter for all, which remains dependent on the government's willingness in different levels.
Ignorance, misinformation, lack of communication, no real and effective participation, lack of work to learn to exercise duties and rights on issues of disability are pandemic plaguing the people in this reality of life. A few are deciding for everyone. Faces are repeated in the various committees representing the disabled population, a fact that further undermines public participation.

Changing this reality requires an active, real and permanent citizens living disability. There is another possibility. No inclusion communication or information that empowers citizens, granted or given away by anyone. It is clear in the cubicles of government. Nobody wants to relinquish control. The only way to ensure participation of discrimination and exclusion cut communication and public information about what disability is the work of learning, development and participatory action of citizens.
Therein lies the initiative of the communication network, information and outreach for citizen participation, undertaken by a group of social managers in Bogota. Resistance to change immediately hoisted their flags, in a sense anachronistic and inconsistent with the discourse of social inclusion that the force of events become a reality.
